Superintendant/President Dr. Joi Lin Blake along with other Palomar faculty spoke at ceremony and signed the beam before it was hoisted into place on the structure. In building construction, topping out is a ceremony held when the last beam is placed at the top of a building. The center is expected to be completed in 2018.
